We were called several times today from this number. It's strange number for UK, with only 7 digits. I cannot find any information about what the prefix "0051" is. (There's a possibility it was routed via Peru, as that is the international dialling code for Peru).
The caller started speaking Gujarati. When I asked him to speak English, he could barely speak English. He said he was calling from the "Gujarati Samaj" (these are normally Indian Gujarati regional cultural associations). I asked where he was calling from. He said "Channel Islands". I asked how he got our private number. He said "The National Health Service". I was highly suspicious, and told him the NHS doesnt give out private numbers. He said "Yes you are right", then hung up.
Then he called again. He gave his name as "Mor Patel". I asked again what the call was in reference to. He said the Gujarati Samaj was offering a free health seminar. I again asked where he got our number. Again he said "the NHS". He said they requested the NHS to give them the phone number of anyone named 'Patel'. I found this laughable. (During this exchange, he kept saying "hold on one minute" and talking to someone else for advice. I asked him the phone number and postal address of his organisation. He then put someone else on the phone.
The new person now said they were based in Manchester. Hilarious, as his colleage had just said Channel Islands. I again asked for their postal address and phone number. He then hung up.
At no point did anyone mention what this supposedly 'free health seminar' was all about.
Clearly this is some sort of non-geographical number, possibly being routed via somewhere else. I highly doubt the NHS would give out private numbers of people based on just a surname. Certainly not to an organisation that cannot clearly state who they are and where they are based from the moment they start speaking. And certainly not to an organisation without staff who can speak English!
Moreover, it's blatantly ethnocentric to assume that anyone with the surname Patel can speak the Gujarati language!
Most likely, these people prey on immigrants who cannot speak English well, and would trust anyone who speaks their language. They probably want to glean personal information and possibly money. It's a shame that so many people try to scam innocent immigrants.

This bloke "Mayur Patel", calling daily, from Gujarati Samaj in Channel Islands UK. Refuses to give his org's postal address. Then says it's not an official org. He admitted calling from an IP phone number (ie untraceable).
He gave a number in US Chicago , 630 847 0754, for 'helpline' for 24 hour prayer/health seminar.
I found that the 630 number is the number of http://www.internationalherbscare.com , an Ayurvedic herb company in Florida. It's also the contact number of http://www.digieagle.com/ , a communications firm in Chennai, India and US. It's also connected with the IP address 66.249.73.88, of Florida communications firm http://www.ymaxcorp.com/
He says the National Health Service in UK gave him the phone numbers of everyone with the surname Patel in the nation. So he's using the NHS name to get vulnerable Gujarati speaking elderly people to give up personal information and possibly call a high cost call abroad.
Unfortunately, because it's a US number, UK authorities will probably do nothing.
