What company is this in London calling me at any time of day? Why are they calling me ? I live in Sweden !

I have repeatedly received calls from this number just a few rings and when once I actually picked up I received a voice message telling me that "the called had hang up while waiting to be put through"
I called back and there is never an answer, just a voice message "putting you through to the training room" and then silence.
I wonder whether it's just some premium rate number that looks "normal " and the caller calls to elicit call-backs -
Calling from SKY FX, incessant harassment, having asked to be removed from their lists multiple times and having been rude to them I finally figured out how to block the number
