Sorry, but you're mistaken. 01, 02, 03 are all classed as national rate calls (apart from Channel Islands, Isle of Man) and 03xxx are business numbers. 0845 and 0870 numbers very widely being changed to 0345 and 0370 numbers so they are included in most calls packages (including from mobiles). Only 1899.com and 18185 (cheap call services when dialling using those prefixes before a number) are not including 03xxx numbers in their 0p a minute charge rate which applies for 01 and 02 numbers {+5p connection fee, so whether 5 minutes or 5 hours they only charge 5p+VAT] -

Got a missed call (the phone did not ring at all though) message from this number. Suspicious as the phone did not ring at all. Looks like a premium rate number where they are hoping I will call back and they will make some money.
UKguy replied 12/16/14, 1:57 PM03xxx numbers are for businesses and are rapidly replacing 0845 and 0870. Most networks (mobile and landline) charge/ include them like UK 01, 02 numbers. They are not 'premium' (where 0843, 0844, 0845, 0870, 0871 and all 09xxx numbers are, along with 070xx "follow me" numbers that cost up to 50p a minute and more from a mobile.
