Second scam call where heavily accented male caller ('Ben' on this occasion) tries to help me with my Windows pc problem. I tell him its very odd as I run Apple. Immediate hang up. Angry that these callers can access phone numbers and potentially dupe the naive.

All of these "international" scam calls use IP phone services as such there is always a delay before communication takes place.
So when you answer the phone and Say "Hello" and there is no immediate response, just hang up.
Now dial 1471 and see who called you.
I have a 100% success rate at this game, the number is always either some crazy international number like this one or from a network that has no number, i.e. probably a Skype like system.
Oh, in the unlikely event that you do end up speaking to one of these Muppets, look on it as an opportunity for either fun, or education.
I have several games I play (usually internal UK calls that do respond immediately) sales calls who shouldn't be calling as I'm in TPS or the likes.
Put them through your security - The game is to see exactly how much info you can get out of them before they hang up or play at how high up their corporate ladder can you get with who's who starting with their supervisor.
or Everybody likes to talk about themselves, get them of their script and talk about anything but what they are supposed to be talking to you about.
or the "How did you get this number?" you are through to Ministry of Justice Office, on a private encrypted judicial business line, now who exactly are you? Don't dare put this phone down or we will be forced to arrest you... See how stupid they are, start the timer

Investigator Dr. H. Wells reported Microsoft Scam with the number +44660018 as Harassment calls
Just received a supposedly "concerning" telephone call from this number. The caller claimed he was an employee of Microsoft and that my computer had been attacked by a virus. Apparently, their system is so sophisticated that Microsoft was "contacted" by my browser who sent them a critical error message. He then gave me some instructions so as to gain access to my computer to allegedly fix my problem. I said I didn't feel comfortable with providing strangers access to my computer and put the phone down. To make it short: it's a scam! Don't waste your time!
Jane replied 9/20/13, 11:30 AMMy elderly parents just received a call and nearly fell for it. They are having ongoing issues with their Virgin Media phone line which I am dealing with for them and so thought it was connected and gave them my mobile number. They rang me and +0660018 showed up, on answering, Indian bloke called "Mike" claiming to be from Microsoft saying he had just spoken to my mum and could help us with connecting to the internet. I hung up, then he rang my parents again , getting them more confused and now, 10 minutes later, has just tried to ring my mobile again.

THESE ARE CON MERCHANTS.
Angel, a young woman with a (possibly sub-continent) accent with a faint hint of American phoned and claimed to be from Windows Support 'about my computer'. The background sounded like a busy call centre. I asked, in as innocent a voice as possible, how they'd known there was a problem, but she hung up.
So how do I know they're con merchants? Well I've been in IT for 19 years, Microsoft doesn't have my number and I run Linux in the house so there are no Windows operating system computers in the house. And, of course, they've phoned before. I've had quite an entertaining time when I have managed to bait them in. Watch out, they can be quite knowledgeable within their sphere.
