Silence, then a very short burst of speech and the call dropped. This is obviously coming from abroad with a spoofed number and therefore almost certainly a potential scam, whether claiming to be about washing machine insurance or something else. Pity they didn't get through as I could have found out more and reported them to Action Fraud instead of just to Ofcom as a silent call!
If they call you and you have time, please try to find out what they are after - as long as you don't give them any information they don't already have - and them report them to Action Fraud if I'm right.
